Washington (November 21, 2025) – Senator Edward J. Markey (D-Mass.), a member of the Environment and Public Works Committee, today wrote to President Trump to condemn the Administration’s reversal of progress towards ambitious domestic and international climate policy. The United States government has been noticeably absent from negotiations at COP30 in Brazil, the United Nations-hosted annual climate summit where government leaders, civil society, and academia convene to take stock of collective progress towards emissions reduction and climate resilience and chart forward new goals to address ongoing challenges. The Trump administration’s repeated attacks on climate and clean energy at home and abroad jeopardizes our relationships with our global allies, sacrifices American jobs and competitiveness, and leads the world into a race to the bottom.

Senator Markey writes, “As the countries of the world gather to fight climate catastrophe, you are courting it. Since the first day of your second Administration, when you ordered the United States to join the company of Iran, Libya, and Yemen as the only non-participating parties to the Paris Agreement, you have undone decades of U.S. climate leadership on the global stage.”

Senator Markey continues, “As the international climate conference COP30 concludes in Brazil on the 10th anniversary of the Paris Agreement, I urge you to stop destroying our standing with international allies and turning collective climate action into a race to the bottom. Your attacks on our domestic clean energy industry and international aid are decimating our national ability to compete with China and other countries that are seizing the economic advantage of climate action.”

Senator Markey has been outspoken in his support for strong U.S. climate leadership on the international stage.

  • During COP29 in 2024, Senator Markey partnered with Representative Lisa Badum of Germany and Senator Rosa Galvez of Canada to lead more than 130 leaders from around the world in sending an open letter urging world leaders and UN-level negotiators to support an immediate moratorium on the expansion of Liquefied Natural Gas (LNG) infrastructure worldwide.
  • In December 2023, Senator Markey and Representative Nydia Velasquez introduced the Climate Displaced Persons Act, legislation to enact a national strategy that would provide a more equitable immigration pathway to the United States for people displaced by climate change and critical support for people affected by climate disasters internationally.
  • Ahead of COP28 in 2023, Senator Markey and Representative Alexandria Ocasio-Cortez led 32 of their House and Senate colleagues in a letter to President Joe Biden urging the Administration to support stronger national climate action commitments to the Paris climate agreement, a negotiated outcome for a full phase-out of fossil fuels, and transparency and stronger standards to prevent public financing for international fossil fuel projects.
